Abdel Kader Ndiaye was born in Saint Louis, Senegal, in 1961. He is a polytechnic engineer and a graduate of the École Polytechnique de Thiès. He holds an Executive MBA from the Université du Québec à Montréal (UQAM) and a professional Master’s degree in Management and Regulation of Public Procurement from ENA/UCAD. He is currently pursuing doctoral studies in management and is a certified specialist in public procurement.

With over 35 years of professional experience, Mr. Ndiaye has built a distinguished career as a consulting engineer, trainer, and entrepreneur. His leadership roles have included Project Manager, Technical Director, General Manager, and General Administrator across the Construction and Public Works sector and other areas of the economy, both in Senegal and internationally. His expertise in public and private sector management has contributed to major development initiatives across Senegal, the sub-region, and the continent, spanning healthcare infrastructure, telecommunications, real estate, digital technology, hydraulics, and industrial development.

In addition to serving as Chairman of the Board of Directors of AIMS Senegal, Mr. Ndiaye holds several prominent leadership positions. He is Vice President of the Dakar Chamber of Commerce and Industry, President of the National Federation of Construction Companies, and a member of Business Africa (African Employers’ Organizations). He also coordinates the Dakar Centre for Arbitration, Mediation, and Conciliation and serves on the Supervisory Board of the Industrial Sites Promotion Agency (APROSI) and the High Council for Social Dialogue (HCDS).

He further chairs the National Committee for the Development and Construction of Industrial Sites and the Joint Committee responsible for the reunification of employers. His previous roles include Vice President of Senegal’s National Social Security Fund, member of the regulatory board and Dispute Settlement Body of the Public Procurement Regulatory Authority (ARCOP, formerly ARMP), and local councillor. He is married and the father of three children
