Mr. Philibert Afrika is a seasoned Rwandan Development Economist with over 30 years of distinguished service in international finance, resource mobilization, and policy development. He built his career at the African Development Bank (AfDB), where he held several senior leadership roles including Secretary General, Director of Policy and Resource Mobilization, Director of NEPAD and Regional Integration, and Director of Country Operations. He is currently the co-founding member and Chairman of the Board of the University of Kigali, one of Rwanda’s leading private universities, and heads its Center for Economic Governance and Leadership, which provides professional training and consulting in governance, public financial management, and leadership development. Beyond academia, Mr. Afrika has advised leading institutions such as the Islamic Development Bank, AfDB, PTA Bank, and the Government of Rwanda, with assignments ranging from corporate governance policy frameworks to performance reviews of regional operations. He has also served on the boards of Cogebanque Rwanda, Access Bank Rwanda, and the West African Development Bank (BOAD). Mr. Afrika graduated from the University of Ibadan, Nigeria, with a Master’s Degree in Monetary Economics and has participated in executive education programmes at leading institutions, including Harvard University
